There are a few reasons that OKCash activity has slowed down, and if you haven't noticed -- it is actually starting to gain momentum again. Anytime Bitcoin jumps up; OKCash is one of only 2 other Coins that also increases contemporaneous. Which actually has it's benefits, as the growth of Bitcoin is much more stabilized and gradual (albeit expeditious in value) than just about every other altcoin, you can roughly know where OKCash is going to be in the future if you know where Bitcoin is going to be.
Let me give you an example. In November, the next split; we pretty much know it is going to be a replication of the last split price-change wise. More than likely, OKCash will change accordingly (this is not an exact science, but I have personally studied it along with several others)
Don't get me wrong, OKCash will drop and gain unexpectedly just like any other Altcoin, but a lot of times there is no way to research and prepare for this; mathematical, historical or otherwise. Even Bitcoin does it; although much more sparingly than Altcoins.

https://okcash.org/index.html would have everything you need to know. There are no dates but we are working on a lot right now. A developer had an ISP problem which is getting fixed tomorrow (8/29/2017) so we will be 100% back on track then. A lot of large groups are still using OKCash (such as ADSactly which has 220m OKCash and uses it for everything)
OKCash is a very oldschool coin, so there is no roadmap or whitepaper. Those things are rather new in the altcoin world (which is new in itself)
A Roadmap may be created in the future; but I can only speculate.

As I said before, a lot of large groups still use OKCash simply because it is tried-and-true. As far as usage promotion, that is something that we are beginning to ramp up with two new releases that will be out in the coming month or two.
